  Hi Kurt :Welcome to the EBS Patching community. This thread will address your following issue

We are applyiing 16815207 on our newly upgraded 12.1.3 using non-interactive mode.  It always fails during first run with some adrelink errors. But it succeeds if applying 2nd time (interactive or non-interactive mode). Please help us determine the reason why it fails at first place.
