Payables RPC patching clarification

I’m looking to install some RPC patches, but I have a couple of questions about this. Patch 16213642:R12.AP.B Document 1397581.1       R12.1: Payables Recommended Patch Collection (CORE AP), March 2013

 
This states:-
2) Pre-requisite or Co-requisite which is not included with this patch:
 
   A) If you are Federal customers:
If you are applying RPC on 12.1.2/12.1.3 instance then please apply
               1.9000001:R12.FV.B and 14491652:R12.FV.B
 
9000001 – Patch states “NON-US-FEDERAL Customers NEED NOT apply this patch.”, so this patch is not needed - I'm happy with that.
Does the same logic apply to:-
14491652 – as this is Federal financials, is this needed as we don’t use Federal financials?
