Patch 9038817: Failed to Generate Program "PRC: Delete Historical Workplans and Financial Plans"

Hi,
applied the patch 9038817 in Development system.
Still it is not creating the program "PRC: Delete Historical Workplans and Financial Plans"

Patch was applied but it had errored out. More information will in adworker64 log file.
Following is the error from log file
