After R12 Upgrade - Canada is calculating tax as GST only and ignoring the Ship To Location

In 11i, we had tax calculating off of the Ship To Address for US and Canada.  After upgrading to R12, we got tax calculating for US correctly but Canada is just using the GST Tax Classification.  Even though the setup is the same, we cannot get it to use the Ship To Location Tax Code / Rate.
Any ideas?
