Open UI: capabilities of PM?

 Hi,
This is a general query regarding the capabilities of open ui regarding siebel current procesflow.
Specifically to what extent can we program the PM layer to change/ alter the current user flow/ event flow out of siebel .
For example Is it more of the 'look and feel' that is handeled with open ui or can we take it much higher to designing screens, associating new events, manage access control, visibility(things which are done in tools currently)in all a new functionality all together away from tools. 
Can it be streched to unimaginative levels or there is a limition?
