CE Bank Account Transfers don't generate journals R.12.1.3

Hello.
I've created Bank Account Transfer between two legal entities that are in the same Ledger, transfers were done using a template with Settle Transactions Through Oracle Payments and others not, all transfers have "Settled" estatus.
Finally in CE run the Create Accounting request and there's not any journal.
I run the Transfer Journal Entries to GL request and there's not any journal too.

Is there something that I'm missing?
