HFM Multistage Taskflow not progressing

We have version 9.3.3 HFM.

We need a multistage taskflow for consolidations.  However our taskflow never progresses past the 1st stage.  We have success and failure links between the stages and the last stage has an "end" link.  Still it never progresses past the 1st stage.

Thoughts?
