How To Create Custom Environment Using Environment Director (P989400)

Hello, I would like to create a custom Environemnt that can be upgraded. I will use P989400 We are 9.1 on window platform with Oracle database. I would like to have Central Objects shared with PY910 with the new environment. I also read on KG that the Jxxx OCM don't get greated the first time you run it you have tu run it twice (Known Bug I am not sute if it was fixed)

Any suggestions would be appreciated. Tnx
