US PAY: Ending Involuntary Garnishment Element

PR DED 2 involuntary deduction element, with category "Garnishments". We are in Washington, so the Max Withholding Duration is 60 days.

Received garnishment for employee and assigned him the PR DED 2 element with Total Owed 3549.53, Date Served 30-APR-2012 (yes 2012).

However, employee has NEVER had enough pay for the garnishment to withhold anything. Each pay period since the following message has been reported: "Not enough money to take garnishment for the element PR DED 2."

Since the garnishment has never been deducted, the element does not end after the 60 day Max Withholding Duration.

When viewing the employee's balances, the PR DED 2 element is listed, but all amounts (including the accrued column) are 0.00.
