Oracle Disk Activity during no DB Activity

Windows 2008 Server, Oracle 11gR2
Someone asked me recently why Oracle continues to write and read to disk (according to the windows resource monitor) even though the database is 
not being used actively by users. Nobody is logged in to the DB and no Apps a executing. It seems to read and write to disk every second of every day. 
Is there a simple explanation for this behavior ?
