Exchange Rate for Invoice created from ASBN

we receive ASBN from our parent corporation in Japan

The currency is in JPY and our reporting currency is in CAD

when the blanket release was created the exchange rate was .010869 and our Finance people argue that this exchange should be used when the distribution accrual is created with the ap invoice

but it appears that the invoice is created using the daily spot rate -- what is the reasoning of this?
