Post patch instruction for April 2013 CPU

I am about to apply the patch 16196190 for April 2013 CPU for our EBS version 12.1.3. In the patch readme, the post patch instruction says that if any security patch have been applied to 10.1.2.x or 10.1.3.x oracle home, then I should run adadmin to regenerate JAR file and then run autoconfig.

According to note 1530756.1 for the EBS CPU, looks like the only patch I need to apply is 16196190. But I am not sure if the patch 16196190 covers any security patch. Could gurus please advise if I still need to do the post patch instruction followed by the application of patch 16196190? Thank you very much.
