plan repair order in spp

hi ,

In spp,when the defective parts supply shortage ,e.g. defective parts supply quantity is 1. and Demand is 1,but the part repair yield is not 100%,and the part can in repaired internal in sourcing rule.after launch plan ,why the plan output not include planned repair work order for quantity 1, but planned new buy order for quantity 1.I think the defective part need be repaired first.then purchase.Any one who can give me some suggestions?when repair and when purchase?
