Inter-Org Transfer: Transacted Excess Quantity

Hi Guys,   we have observed that one Inventory Item FGI-6661A was transferred from Inv-Org 305 to 451, 1 CTN (carton)
while receipt the user received 9 cartons instead of 1 (see attached doc)
kindly guide, how this is possible as generally we have tried to receive excess quantities, but oracle restricts from the same
