Labor Correc tions - Recharge timecards

Has anyone used the Labor Corrections Process in 9.1  for correcting Type 3 timecards?

It seems to work if only the account is changed.  But if I change the Billing Rate, E1 backs out the original transaction;  it does not create a correcting record with the new rate.

Is this a bug?  Or workign as designed?  I've tried entering a new timecard with the correct Billign Rate,  but the Generate Timecard Journals (R052901)  does not pull in the journal entries correctly.
