Monitoring Permissions

I have a power user (former DBA) who wants to use some of the performance monitoring within OEM on a database target.  Is there a good source I could reference to get the minimum permissions required for him on that database target to access the performance tab, specifically the top_activity and possibly SQL Monitoring?  I've googled it and looked on MOS but most articles on OEM and permissions center on the OEM privs, not the target privs necessary for this.  Most search items for other functions reference "SELECT ANY DICTIONARY" or "SELECT CATALOG" role.  I'm hoping that these features don't take that
