12c Database Express

In the new 12c New Features Guide, http://docs.oracle.com/cd/E16655_01/server.121/e17906.pdf

Page 71 (section 1.6.1.1) it states that this new "Database Express" is configured right out of the box.

I just installed 12c and see nothing of the sort. 

Does anyone have any info on how to start or use it?

It appears that emctl is gone, so no more dbconsole.
