Work Order - Material Reservation

Hi Team,
I have the following business case. Please check if you can help.

1. Client is an upstream Oil ans Gas company, having onshore and offshore operations.

2. Production and maintenance activities happen primarily on offshore assets. Main warehouse is at onshore.

3. Offshore maintenance team creates and plan the work orders. The material reservation happens  as and when the job is released. Warehouse issues the material against the work orders.

4. scenario is, Suppose planners need 10 items for a work order but the on-hand quantity available is only 7 then system creates move order only for 7. 

5. During the weekly replenishment, system creates PR as per MRP and items are procured and received on stock but the system is not creating any reservation for the remaining 3 quantity to fulfil the work order demand.
