remove payment from payables responsibility

Hello team,

i will like staff to be able to cancel transactions if they ve made mistakes on them. staff have quick invoices only which restricts them from cancelling transactions created on error. how do i grant them the option of cancelling transactions without having access to payment tab or menu. I'm on EBS 12.1.1
