Sales order differences XPI and BSSV

We have a business process for a customer to release a quantity of scarce product that has been allocated to them.  The process uses Business Services in JDE 9.1 to place the order in a backorder status as it is created.  There is a separate process that later will release this from backorder.

We pass in a parameters of the sales order entry version, business unit, ship-to customer, item number, and set both the quantity ordered and quantity backordered and a promised ship date.

We do the same thing in JDE Xe using XPI and get a different result.

The sales order populates the Request Date, Order Date, Scheduled Pick Date, Original Promised Date and Promised Delivery Date of 6/28/13.
