Reports run in French always error but run fine in english

We are on 12.1.3 and have this issue where when users run reports in french language the reports complete in error but when the same user selects english as the language the report runs fine.The log file of the erroed program shows no meaningful messages.Any ideas what couldbe cuasing this problem.This problem started all of a sudden and the reports were runnign fine earlier in french
