Security Issue with Prod but not Test when Using Desktop Integrator Oracel EBS

We have a user who can use Desktop Intgretor in a test instance but not in prod.  When we give her responsibillity System Administrator in Prod she can perform the upload.  In test she does not have System Administrator however she can perform  the upload.   Any one have any ideas?
