Payment Process Profile is blank

When you're entering an Payment   in R12 selected the Disbursement bank but when I selected  the Payment process proflle, it does not show anything from List of values.  It is because the bank does not associate with payment process profile?. Where is the set up or do you associate disbursement bank into payment process profile?
