Serial Numbers

Hi
I have the following questions:

1.  If the attribute Serial Generation is set as 'No Control', can it be change to another value if there is no quantity in stock?
2.  Can we upload a list of serial numbers which will be used when items are received? User just needs to choose the serial numbers from the LOV.
