In material workbench, records display for receiving location but not exist in rcv_supply

Hi Experts

In 12.1.3

In material workbench, check Receiving location , find , see that 4 rows returned. From INV debug log file. also can get these items on receiving location.

But run select * from mtl_supply where item_id = &inventory_item_id and to_organization_id = &organization_id and supply_type_code = 'RECEIVING', no rows returned , on item supply/demand form, also no records

What's the reason of this issue? How to fix it?
