RDBPROD: SQL Services problem

After restarting Oracle Sql Server via @sys$startup:sqlsrv$startup72
we usually do not have any issues.
After doing this following the start of an online database backup, two of the services that are not truly required lately, just reported "starting" for an extended time and did not fail or start. It was decided to just force these services to stop and leave in an inactive state. I had thought we could remove the SQL services and restart again, but it was thought this would disturb the newly attached process to a service that was in use, and possibly the online database backup or crash the database. I have not heard before of risk of database crash
