Question on R12.1.3 install

Hi,
Customer has the following question

I need to install Oracle EBS Rel 12.1.3.3.0.

What would be best option for installation.

Option 1.

Install EBS 12.1.1.0.0 using given below software from edelivery.oracle.com and apply maintenance patch to upgrade to 12.1.3.3.0

Oracle E-Business Suite Release 12.1.1 Media Pack for Linux x86-64-bit 12.1.1.0.0 B54465-08 SEP-07-2012 52 /53G

or

Option 2.

Install 12.1.3.3.0 using given below software downloaded from edelivery.oracle.com.

Oracle E-Business Suite Extensions for Oracle Endeca Media Pack for Linux x86-64-bit 12.1.3.3.0 B72050-03 MAY-08-2013 55 /53G

Support found a couple of notes on Endeca which do not seem relevant to upgrade from R12.1.1. to R12.1.3
