lead times in purchase

hi

I want to use Lead time setup in Item supplier relationship. I found out that if i setup lead time in Item supplier relationship, then JDE considers this lead time only when generating a purchase order using Reorder report.

If i use reorder report to create a workfile and then create a PO, then this lead time is not taken in consideration. Also, the lead time is not considered when creating a PO using P4310.

Can you please let me know why such logic is created whereby JDE uses lead time setup only in a single scenario of creating PO.
