P4314WB inability to handle LCR and Open orders with partial receipts

Hi

I am trying to use P4314WB.

I found out that this does not support LCR and purchase orders with F4311.UOPN>0.

Can you please let me know why the standard application does not support above two things. I would be customising this application to incorporate both of these. But, I wanted to know if there is any specific reason that JDE does not provide those two functionalities.
