BIP Showing Blue Screen

Hi All,
As of now, you are able to create BIP reports (Version 11.1.1.7)  in development env without any issues. However today you are going to configure BIP in stage (Cluster env) it’s showing blue screen when you hit the http://localhost:9704/xmlpserver. Please advise how to enable the BIP in stage .

Even Production also it’s giving same issue. 

Please find the attached screenshots for your reference.

 Already tried the solutions suggested in following notes, didn't help though!

Note 1377731.1 -BI Publisher 11g: Not Able To Access BI Publisher it Gives "Blue Screen" or "Syntax Error"
Note 1550377.1 -BI Publisher Reports Error
