Agent RESYNC job (ResyncStatejob) -error" user EM does not sufficient privileges"

Hello TeamI'm facing with a problem resync SECURED agent after reinstalling it.
the log of the RESYNC job (ResyncStatejob) shows following errors  below. However the agent is running (green in target list)
The result is that the agent name  is not shown after  the automatic discovery screen.
Where /how could I check the privileges EM . Should I delete the agent in EM  and reinstall the agent from scratch.
