Create Quote via soap message outside Siebel

 Hi, What web service in SIebel 8.1.1.10 should i use to create quoute form outside siebel using soap message ?
I have tried using InsertQuote from QuoteWebService but it doesnt work (got error "The record with search specification '[Revision] = "1" AND [Quote Number] = "o100001" AND [Primary Organization Id] = "0-R9NH"' in business component 'PDS Simplified Quote' (integration component 'Header') has been deleted by another user since it was retrieved.(SBL-EAI-04289) )
