Windows updates break IE's ability to render OEM

Two Windows updates...KB2813430 and KB2808679...prevent Internet Explorer from rendering the Grid Control website in our environment.  Once the two are removed, the website renders fine.  We do not have a certificate set up for this website so our normal procedure is to click through the initial warning page that references the certificate error.

We have read that the 2 KB's are optional.
