Install Legislative Data on fresh 11.5.10.2 installation

Hi All,

I had a fresh 11.5.10.2 installation .  I wanted to install HRMS legislative data (US legislation) . 
Can I go ahead and execute just datainstall and apply hrglobal.drv   OR  do i need to install any pre req patches. 
I had gone through the notes which speaks about pre req patches and mandatory payroll patches etc... inorder to run 2013 payroll etc.. but mine is purely for testing purposes and just to have legislative data.
Please advice.
