View shows rows to APPS user but not other users

We have a custom database user which needs to see the APPS.ORG_ORGANIZATION_DEFINITIONS view. We gave the user select on the view. It returns 0 rows when queried, but APPS returns 12 rows. I thought it might be fine grained security so I gave the custom user the Exempt Access Policy privilege but that didn't help.
Anyone have some idea what might be causing this?
