Error message when trying to submit data via Smartview to Hyperion Planning

I have a user getting the following message when trying to submit data via Smartview.  I have checked the dimension security, refreshed the users security filter and confirmed that the user can access and write to the same data intersections usinga webform but when trying to submit datavia Smartview gets the following message:

Essbase Error (1020043): You do not have sufficient access to perform a lock on this database

We are on Hyperion 11.1.2.  My email address is shelly.wall@amwater.com
