Configuration Tools - Apply Pattern is slow

Hi,
In the RPAS Configuration Tools you can select a Rule and use the Advanced -> Apply Pattern menu option to create new rules similar to the selected rule for selected measures.  The pop-up window is taking more than 5 minutes to open.  Is this expected?

I'm using tools version 13.4.1.1 and have a small configuation with about 200 realized measures.
