Function Security Report Ran with REP - 0069

We are using EBS version 12.1.3

I am running the Function Security report for each responsibility. I ran 30 of them with no issues, then when I run one for cost accountant, I am getting complete error status. I searched on this site and found a note 1237834.1. However, we didn't have the patch 8602992 applied, so I am not sure if this applies to our issue. The same report runs fine in the DEV instance for this responsibility. Please advise. Thank you very much.
