Component Pick Release

Hi,
How to identify from back-end whether component pick release has been run or not for particular job?

I want to do personalization on Move Transaction form, which will restrict user from moving Assembly from 1st Operation Queue to any next operation if component pick release has not been run for that Discrete Job.
