Over completion to a work order does not generate soft warning of overcompleting

Application:  Work order completions with back flush - P31114 ( Discrete)

When completing an over completion of a work order, the system does not give a soft warning that an over completion is about to occur. Reviewing the options, I am not sure if I have system issue or a configuration issue. Ideas would be appreciated.
