P31114 does not display quality test check box enabled

 Noticed P31114 fails to display quality check box enabled even though following setups are in place,

1. Quality management is activaed in P99410
2. P41001 defined business unit has Quality Control check box enabled.
3. Preference hierarchy for type 18 is defined
4.Quality preferene profile is defined
5. P31114 version processing options aim to appropriate version of P3711

Had logged SR with Oracle and understood E1 9.1 is shipped default with F40070.ENED = N where PRFR = 18 After SQL correcting this ENED = Y problm gets resolved.
