Purchase Requisition Forwarding Issue

Hi all,
We are making PR & forwarding to respective user (User-A) for his input. Notification is smoothly going to User-A. But the very next PR notification; i.e. forwarded to another user (User-B) & further next (User-C) .. up to 6/7 are going to User-A instead of actual user(s). Please confirm if it’s any setup issue of any known bug; in either case kindly give input to rectify the same.

Feel free to ask more clarification if query is not clear.
