Create Accounting: User selected "Final", did not select "Transfer to GL"; where are SLA entries?

In Create Accounting, user selected "Final" (vs. "Draft"), but did not select "Transfer to GL"  Entries do not appear in SLA reporting or in General Ledger.  How do we create/transfer these entries so they appear in SLA and G/L?
