AWR snapshots

During one of our EBS upgrades we found that AWR snapshots was not enabled during the upgrade, hence we cant go back to check the performance of the upgrade. Not sure if the upgrade disables AWR snapshots. How do we check if AWR snaphsots are enabled prior to the upgrade and if not how do we enable them manually?
