Siebel Innovation Packs + defect fixes

Hello,I am trying to understand how will the defect fixes be pushed with innovation packs in picture. As per Doc ID 1549478.1, if we want to install 8.1.1.10, IRM is mandatory only if we want to utilize new functionality released as part of Innovation packs. Suppose we upgrade the environment to 8.1.1.10 without IRM and we encounter an issue which turns out to be a product defect, will Oracle release a quick fix for the defect or after 8.1.1.10 and going forward , Oracle will stop publishing any quick fixes and everything will be part of innovation packs? Any pointers will
