Exceptions for India Localization Customizations

Dear All,
We have done some customization on our Application to handle the India Localization Tax scenario.  The general myth about Oracle is that they don't support Customization.  But I heard from one of my friends that if we raise an exception with Justification to Oracle they will support.

Is that true.. How to raise and get the Exception approval for this custom piece.

Kindly guide.
