Prior closed period reconciliations reopening

We have a situation where in a closed prior period, 17 reconciliations that were originally closed, re-opend.  However we didn't load any data to those periods.  Not sure how that would of happen?  We have the status as closed, not locked.  Would that have anything to do with it?  If you look at the closed reconciliation, history, you can see was closed but then re-open by the administrator.  
Also, what is "Scheduler Active" and how does "Last Reconciled" get updated in the manage periods?
