What is the SYSMAN user used for?

What is the SYSMAN user used for when connecting to a database from the the Enterprise Manager Cloud Control?  I have many databases that currently do not have SYSMAN installed.  I want to connect OEM 12c to all the databases in my environment.  What is the best way to get SYSMAN installed?  Does information that is gathered get stored in the repository or on each database?
