Reorder Condition Sets issue

We have all the latest patches applied for 12.1.1.

I have been creating Condition Sets for my Determine Tax Status Rule - and there are 6 rows that I have added.

However when I tried to reorder them I was only able to see 4 and on the previous screen only 4 are shown with Next 4. Is this a 'bug' that only 4 can be shown at one time? Or do I need to amend a profile option?

I have just gone to screen shot the setup to add to this and now when I press Reorder Condition Sets I am getting a Windows Internet Explorer pop up window with Form Validation failures: A value must be entered for "Value/From Range". I have entered the values for the ones I require and have Ignore Condition to the ones that I do not wish to use, so as far as I am concerned the Value/From Range is populated.
