Missing Directory in install disk

I'm working to get the new EM 12.1.0.3 installed on our test environment. We are on Windows Server 2008r2 with Oracle RDBMS 11.2.0.3.

After downloading the three install zips and installing the seed DB I kick off the install with the setup.exe I get an "Please specify valid JRE location". I then check the "oraparam.ini" file in the install directory and can see that it sets "JRE_LOCATION=../stage/Components/oracle.swd.jre/1.5.0.11.0/1/DataFiles".

That would be fine but the problem is that the directory does NOT exist on the install disk. I've downloaded twice and verified a good zip file both times. If I try to direct the JRE_LOCATION to my local jre directory it fails to initiate the install also. I've also tried to point it to the the Oracle jre with no joy either.
